Scotland County Announces Round Three CARES Act Application Process

On or about August 31, 2020, Scotland County is making an application available to request CARES Act funds for a third round of funding. For the third round of funding, local governments and non-profit entities, small businesses, and unincorporated fundraising associations to support local organizations will be eligible to submit an application.

For Local Governments and Non-Profit Entities

For local governments and non-profit entities, applications for the third round of funding may be based on: (1) requests for reimbursement of eligible expenses or costs already incurred during the period March 1 through August 31, 2020; and/or (2) requests for an award of funds for eligible expenses or costs to be incurred by the applicant once an award decision is made. An applicant may submit an application for one or both of these funding approaches. Requests must satisfy the requirements of the CARES Act and Treasury guidance.

For requests for reimbursement already incurred, applicants will be required to submit sufficient supporting documentation such as invoices, receipts, and proof of payment with the application.

For requests for an award of funds for expenses or costs to be incurred, sufficient supporting documentation in support of the request must be included with the application. In the event an award is made for this type of request, the County anticipates disbursing 50% of the awarded funds after execution of the written agreement with the County, and the applicant will be required to submit additional supporting documentation in accordance with the requirements of the CARES Act in order for the County to disburse the remaining funds awarded.

The County will consider awarding funds to meet payroll expenses for public safety, public health, health care, human services, and similar employees whose services are substantially dedicated to mitigating or responding to the COVID-19 public health emergency pursuant to the requirements of the CARES Act.

For Small Businesses

For small businesses, applications may be based on requests for reimbursement of eligible expenses or costs already incurred during the period March 1 through August 31, 2020, for personal protective equipment and other direct COVID-related expenses. The County will not consider requests for business interruption reimbursement for small businesses.

For Fundraising Associations

For fundraising associations that support local organizations, applications may request economic support to reimburse those organizations that have been negatively affected due to COVID as a result of fundraising events and opportunities being canceled in order to promote social distancing measures and to mitigate or reduce COVID. The County anticipates an applicant providing historical financial records and documents in order to establish and support the amount of economic support requested (e.g., by taking a three-year history average). The County intends to place a cap of $1,000.00 for any request for economic support.

Timelines and Additional Information

Applications for the third round of funding are due on September 29, 2020. The County will then review and evaluate the applications for completeness (including supporting documentation), compliance with the CARES Act requirements and Treasury guidance, and anticipates making award decisions on or before October 15. Award recipients will be required to enter into a written agreement with the County prior to disbursement of awarded funds.

Applications for the second round of funding may be based on: (1) requests for reimbursement of eligible expenses or costs already incurred during the period March 1 through June 30, 2020; and/or (2) requests for an award of funds for eligible expenses or costs to be incurred by the applicant once an award decision is made. An applicant may submit an application for one or both of these funding approaches. Requests must satisfy the requirements of the CARES Act and Treasury guidance.

For requests for reimbursement already incurred, applicants will be required to submit sufficient supporting documentation such as invoices, receipts, and proof of payment with the application.

The County will not consider awarding funds to meet payroll expenses, except for payroll costs for public health and public safety employees for services substantially dedicated to mitigating or responding to the COVID-19 public health emergency, or unbudgeted and unanticipated overtime costs or payroll expenses related to hiring new employees which were unbudgeted and unanticipated in order to respond to the COVID-19 public health emergency.

Applications for the second round of funding are due on July 31, 2020. The County will then review and evaluate the applications for completeness (including supporting documentation), compliance with the CARES Act requirements and Treasury guidance, and anticipates making award decisions on or before August 13. Award recipients will be required to enter into a written agreement with the County prior to disbursement of awarded funds.
